The number of people receiving some form of mental health or substance abuse serivce exploded between 1997 and 2007- from 13 million to 24 million. This is according to the Department of Health and Human Services. Although the number of people receiving services increased by 83% — from 13 million in 1997 to 23.9 million in 2007, the financial outlay increased by just 38% — from 26.5 billion in 1997 to 36.5 billion in 2007.
